House Panels Advance Research and Student Aid Increases
House appropriations subcommittees are moving forward aggressively with Fiscal Year 2020 spending bills. The panels have largely put forward increases for research and student financial aid line-items. However, the House numbers should be viewed as only a preliminary indication of how these agencies and programs will ultimately fare in the FY20 process. Senate counterparts will likely begin to advance bills in early June. Hanging over the entire process is a need for both parties to forge a compromise top-line budget agreement that eases or delays the impacts of sequestration, which is set to return in the coming fiscal year.
